While I'd argue some points brought up (I won't as it's a derail) and point out that some of the same arguments made against them could be made against Data, I could see that having formed a perfect society that began stagnating rather than advancing so that despite all the genetic engineering for intelligence, talent, and all that, they were still centuries behind the Federation. Because they didn't HAVE to improve, so it happened so much slower at best.
