Interesting question. I don't think there is a rule on this, which means I cannot answer 'no' any more than I could answer 'yes.' I think we look at astrology and try to decipher it very often by looking at it the way scientists often look at physics, wanting to come up with so-called laws about how things happen 'to us.' However, we are in the middle of a revolution scientifically with Superstring theory and the confirmation that 21% of our universe is composed of dark matter and 75% dark energy. Newton's laws seemed to work well enough as long as our equipment only had a relative lumbering insensitivity. Now that physicists can sense other dimensions (just as the religious and/or intuitive have for eons), the entire game changes.
We are in a similar position with astrology, because in my view without the metaphysical, other-dimensional point of view, we won't be able to fill in the huge blanks of our understanding. The closest we've come that I know of is some of the information delivered by Edgar Cayce relating to astrology, sojourns between lives, and reincarnation. Anyone jump in here who knows, but I have checked for rules relating to things like this and I just cannot find any in the Cayce material.
Instead, I think there is far more free will than we can acknowledge from where we sit her and now in bags of skin. There are many ways to develop as souls and many ways of choosing that even in terms of astrology.
Astrologers trying to answer such questions with aphorisms are treating reincarnation by way of astrology as if it were mechanical. It just isn't. Its relational more than anything else and LOVE drives it.
