It is the card of balance/justice for there are the scale of Libra. There are the 5 encircled pentagrams with 3 to right side and 2 to the left. One in the middle. The scale is in the left hand completely balanced while the coins(gold) is giving from the right hand.As for the pentagrams, there are 3 to the right for this is the hand of mercy. one in the middle for balance and 2 on the left representing severity(the north, according to Kabbalah)The Gold however comes from the north yet it is within the right hand.
G-D gives and creates with His/Her right hand meaning giving the Gold one can do much with the it. With the left hand G-d "punishes" hence the scales of balance and justice.
