I always look at it this way as suggested by cardseer on his blog of cartomancy that the flow is always from left to right.

So Man + Snake will be a Man (action card) who is complicated, or deceptive

while Snake + Man can be a woman (action card) or a complication with/for a man

in cartomancy the left card is always the action or main card & right card is describing it
