I would say experiencing a soul connection, but maybe having some difficult expressing or choosing to acknowledge it....or having to come to a choice about a relationship, or the values you have.

You being The Empress, are desirable, and the relationship/attraction is full of hope and promise. The Devil can also be about having fun, letting loose, getting what you want, meeting someone that turns you on, being tempted, etc.

I would say meeting someone that you will experience an intense soul-mate/spiritual/physical attraction with. The Empress is about love and expressing positive feelings.
