The lovers mean to me they see much of themselves in you and are probably.nice to you, but the World although positive says as of right now they are content keeping it at the Page of Cups level. So friendliness, some light flirting and being sweet. They have a crush but won't do anything about it at this time as there is a lot on their plate already via the World.

For ME, I'd like to emphasize the me part because this is my personal experience, whenever I pull the lovers wrt to relationship questions like this one I've noticed that behind the lovers card there is almost always a choice that has to be made either between 2 people or a decision to be taken.I think in this case the person is choosing to let those nice fuzzy feelings remain just that without really acting on them. Two majors flanking the page of cups.
