I don't understand a court card in this position. Queen of Pent in Celtic Spread #9 hopes and fears. What does it mean?

Hope for stability, contentment and security. Fear that these hoped for qualities might get boring and life might get a little too calm and pragmatic. (BTW the Queen of Pentacles also signifies a very earthy, grounded sensuality to me.)
If this is about you, it might be hope or fear to become this Queen or taking on these personal characteristics.

Depending on the rest of the spread, I`d say that is one possibilities or just that he hopes for the manifestation of something tangible with you, a stable commitment maybe. (though it does not say it must be romantic, could also be in terms of friendship, family relations or even business)
