Someone who's a leader and is straight forward. Cuthroat? CEO, President. Big guy in charge of making decisions? Maybe HR?

A conflict counselor of some sort, a mediator. The Emperor is about control from chaos, reigning things in and reigning. He's power, control, he's the law and he's always there. The 5 of swords is often times a situation in which one cant find a solution, a repeating argument that doesn't seem to have an end or answer its just the same thing because are unsatisfied with something and cant find the middle ground.

The Emperor here is taking from this seemingly scattered and cyclical argument and creating order from it.
