Do you know the person well and are you on speaking terms? That Queen of Swords is throwing me off a bit.
It looks as though you may be standoffish to him, like someone they see but they do not speak to. If you do speak with him it may not be that often and you come off as intellectual or someone who measures their words, only speaks what is required. Not expressing any emotion. The Devil and Moon together make for a disturbing combination. It can go many ways as with all cards and combinations. But I would say there is a false sense of attachment and some confusion in regards to you. If you have history with this person then I would say he is troubled. He is not thinking clearly and may not be seeing you clearly, as much as he is trying to. And his thoughts are obsessive and driving him nuts. It could be that they are very sexual but the nature of this attraction would be based on a negative influence. He's probably displaying addictive behaviour whether it be due to drugs, alcohol, sex abuse, whatever.
I feel sometimes the cards do not give us the answer to our question but some other information that we would be able to understand. Sometimes they just reflect on our own energies. If that's a possibility here I would add that you are trying to be detached from this person, using logic to understand them, not speaking to them, or not approaching them in an emotional way. You could be trying to cut through anything that is unclear about this person but you could be taking it a bit too far. Let me know if that resonates with you at all.

For how he sees you I think he admires you and sees you as being stable and in a good place overall. The Tower is a bit tricky here. I would say you rock his world, you shake him up in some way you might not know about. There may also be a sudden realisation that comes as a shock and causes some disruption. He may even be seeing the situation with you as a disaster. In a sense that you are someone they can't approach. If you come off as the Nine of Pentacles and Queen of Swords to him then you are way out of his gain.

For how he thinks about you I feel he sees a passionate potential with you. He may be wanting or trying to direct the situation towards a new start. He is having constraints though. He is taming himself. Alternatively he may be thinking you are a strong person, someone who is contained but holding back a bit. He may be seeing you as a skilled person, someone who starts things, igniter, initiator. But I somehow don't feel this fits, I am more inclined to suggest he has some passionate desires towards you that he is trying to not act on.

The thing is that we actually don't speak at all. We have each other on facebook for few years, but never been in contact. We are very similar in many things, almost same, one of them is fanatic interest in occult, mysticism, religions. But that would not be big deal, many people I know love to read about it and so on but that's all, they just read.. but this guy is different, I think I could talk to him forever about anything. It's even hard to explain, I can feel his energy, it's like we recognized each other and understand in some weird way, like we talk to each other without words. I have a feeling he's very interested in me and that desire is strong, but there are restrictions yeah, he is married, and other things and I think there's no way anything to happen.
