It's no surprise she's popular. The author pretty much set the standards of the genre and the anime just had a remake called Sailor Moon Crystal.

As far are Signs are concerned, no. Signs are not on the show. The Sailors themselves are the Sign their planet rules. But, in the manga, there are Sailor Soldiers for asteroids (the Sailor Quartet; Sailors Ceres, Pallas, Juno, and Vesta) and other planets in other galaxies and whatever. Sun is not included though.

There was no Sailor Moon in the silver millennium (their past life on the moon); in order to protect herself, Princess Serenity (the moon princess) reincarnated as Sailor Moon to throw off the dark kingdom and used Sailor V as a body double.
