So for example
Sabian 12 Sagittarius, really means 11°00-11°59 Sagittarius, because this is the 12th degree.

The reason for this is that the 1st degree of any zodiac really starts with 00°00, there is no Zeroed degree, it is called the 1st, despite being the degree BELOW 1°00 numerically.
