Whether or not they're loyal depends on the entire chart. I know a Taurus with a pileup of planets in the mutable signs, and he's kinda all over the place, especially where his romantic affections are concerned (as you'd probably expect of someone with Venus in Gemini conjunct Jupiter in the fifthhouse). The type that's telling you he loves you one minute and isn't going to go anywhere...and then the next minute he loves someone else...and then the girl that just passed him on the street...
