the ruling planet is the natal or progressed?

assuming natal i think i understand y i would be coming into my 20 best at the same time i turn sag asc.. my jupiter only has trines and sextiles.

I like to think I have a certain sex appeal (though I'm very petite and look young for my age and still have braces so I think I make guys a little nervous about my real age.)

Taurus ASC opposite Scorpio Venus (Taurus' ruler, right?) on the DSC.
Lilith in the 1H.
Pluto, Mercury, Jupiter all piled on top of each other in Scorpio the 7H in conjunctions with my Sagittarius Sun (just barely) in the 8H.
Sagittarius Eros conjunct my Sun.
Leo Mars in the 5H (ruler being my 8H Sun?).

(And since someone said something about planets on angles, Neptune and Uranus in 10H conjunct my MC.)
