I have Mars in Libra with sextile aspect to Jupiter and no challenging aspects with other planets.So my Mars in Libra is pretty comfortable being passive.
If someone has their Moon in Aries/Capricorn ,they would more likely be the ones who seem "in charge" of the relationship.
But who would feel the attraction more? I would. Libra Mars sits on the fence for a LOOONG time before acting on anything.
