Well yeah that makes some sense, but then all house cusps should be regarded as such since asc, mc, ic and dsc are just that, house cusps.

and i don't really feel like all the house cusps have the same impact as a planet.

In my honest and ANAL opinion, the only way a house can influence a stellium is by it being the house the stellium resides in.
House cusps not included.
Asteroid and other lumanaries are included.
