They do not appear cold when one meets them or they may never appear cold.

It is more the ability to DETACH from their emotions that may come to pass in time( or may be revealed at some point)

One would not say "that is a cold person"

However, one may have a relationship with them and they may just detach in a way that is cold.

One may be left shaking one's head that they went into a cold gear and not understand what happened.

That is a better way to say it.
