This question has no absolute answer and is more relative, speculative i.e only experience will tell which is best for you.It is through personal experience, research and revelations that astrologers come to a conclusion about what is best for them. After long contemplation about the issues and concerns of varying alternatives.
Also interpretation can present its own challenges-as you must see the planet in its entirety.
Ask questions rather than make assumptions. So instead of saying "your Mars is in the 7th house, so that means you like really feisty partners" etc.
Rather say something like,"what kind of partners do you prefer OR how would you describe the nature of most of your relationships?" And then check to see which system seems to support that answer(add to that the aspects to Venus and Moon ofcourse)
In the whole house system, my planets dont change at all But i really am still not happy with Pluto in the 7th-which i really struggle to understand.
I have never had power struggles or very powerful "stand out" transformative experiences with any partner at all. Am still single 
But when i also understood that Plutos connection to my 7th house is much like Saturn in 7th in that they both encapsulate that the ending of a relationship feels very much like "death". I was like "okay, i see"
It could explain why i have never fallen in love. Why i experience a similar loneliness of intensity of feeling but restriction in expression as the Moon in Scorpio brethrens do.
