No, I don`t think so. Even if it is rare that some planets go out of bound, they move so freaking slow. It just means that only a few people will be able to parallel/ contraparallel my Mercury and Venus. They are not far out of bound, but a bit. Venus at 24°06 S and Mercury at 24°39S. But especially in terms of Sun, Nodes and the angles it means that basically only planets at the end of Sag or Gemini or the beginning of Cap or Cancer can really "reach" those planets of mine. It is important to look to the relationship between two planets to understand the aspect they are making, not to an apparent dividing line. The celestial equator is not a fence creating instant polarized relation between two bodies. If planet A is at 0.5 north declination and planet B at 0.5 south, then they are within 1°. I consider them parallel. The polarity John Willner (and perhaps others) associated with the north and south sides of the celestial equator is barely operating at that point. Remember, a parallel aspect is a conjunction of declination. That means if they are close enough, they are parallel.Now, it could be that such planets in this situation actually have an aspect dynamic of both the parallel and contra-parallel. I have not observed enough such situations to know.
