Yes, planets (not in Rx) typically move through the lower declinations faster and slow down when nearer the extremes (20-23°). However, I do not share the opinion that this means that the orbs of aspects should change based on where the planets are in relation to the celestial equator. This would be to misappropriate a notion from longitudes to do with slower moving planets that are far from earth/sun. We don't use a different orb for aspects made by Mercury Rx. It is just moving slower and draws out its aspects over a longer time period.

There are three considerations with orbs:

(a) how large/massive the planet is or how much light it gives (luminaries, Jupiter, Saturn; the clear lights of Mercury & Venus);
(b) how close the body is to the Earth;
(c) the type of aspect.

The latter is not important in declinations, at least with regard to parallels and contra-parallels. (There are minor aspects in declination such as 15, 23.5, etc, but we've only begun to research them). Luminaries, and Jupiter & Saturn to a lesser degree, get orbs expanded from the 1° standard in my experience. The Moon may get the biggest orb of all since it is both a luminary and closest of all to Earth. I have observed Lunar aspects to the Asc operating around 1.5° orb.
