THE DATE
In your Astrodienst account, go to extended charts, and simply change *start date? Use the year and date you are interested in seeing your progressions and transits for and ANY chart you draw up will provide you with all that information. Know that the times for Progression charts will reflect GMT/UT {Universal Time}. You'll have to ~kind of do the approximate math yourself to gauge a closer time for your own area.
THE TIME
One way to figure that out, is to go to 'Free Horoscope' tab, and then 'Personal Daily Horoscope'.. making sure the 'reference place' (on the right side of page) reflects where you want to know the 'time'.
Example.
I live on the east coast of the USA.
On the right sidebar of my 'Personal Daily Horoscope', it says this--
"Clock times are given in the timezone which is valid in {MY TOWN, MY STATE}.
Timezone offset at noon today: 4h east, i.e. noon is 4h earlier than in Universal Time (UT).
So.. the Daily Horoscope automatically gives the timestamps for all aspect-transits in my reference place. I don't have to juggle any math for that.
However.. if I want to see my Progressions.. then I know that the chart draw for October 31, will actually reflect Midnight in UK, and I deduct 4 hours, which brings me to 8 p.m. local time, for the night-before {local October 30}.
If I want to see my Progressions for TONIGHT at local 8 p.m., then I advance the 'day' to November 1st {tomorrow in UK}. It will draw the chart for UK-time at midnight--- and I already-know to mentally deduct the 4 hours from Midnight UK, and I'll have 'exact-transits FOR 8:00 p.m. my-time TONIGHT {Oct 31}.
At certain seasons there are Time Changes .. Here in east coast USA, we will be 'falling back' one hour on Sunday Morning, November 2, 2019 at 2:00AM EDT {clock will go back to 1:00 AM EST}. We are changing from Daylight Saving Time {EDT} to Standard Time {EST}.
I'm sure that Astrodienst computer will have changed the Timezone Offset for my locale.

For clarification---
I directed you to the 'Personal Daily Horoscope' section to SEE the Timezone offset.
In the section of Astrodienst where you'd have your Progressions drawn for you, you will "mentally" know what the Timzone offset is for YOUR place {reference place}, based on the DATE stamped for this chart.

GOT MONEY??
IF you have the funds, you can purchase your OWN astrology software. They have MARVELOUS features. Can range ~$200 on sale {if you're lucky}, to ?500++? or more {not sure}.
There are youtubes describing the use of these various astrology software packages too {as far as what I 'think' I've seen?}.
There are even cellphone APPS you can purchase for those software packages.
{I can't afford even-a-cellphone!!. I'm on a borrowed Desk Top. So, I'm sorry that I can't help you with knowledge of cellphones/mobile techs.}
There are "Professional Level" programs available for bit extra. {I'd go for the "Professional"-- but, that's up to you}.

BTW--- Mercury in Scorpio just started its retrograde a few hours ago. Will be retro until November 20, and won't be out of its shadow until December 5.
I know that my own chart is heavily Mercurial. So, I have to be extra cautious when Lil' Merc swims backwards.
I'm just glad it's not retro in AIR signs. Maybe, it'll be better for me.
tMerc Scorpio trines my Uranus-Jupiter Cancer H8, and sextile Moon Virgo H(9).
My Sun is Gemini 7+ with DESC 11+gem, and Mercury Gem 27+.
Hope that explains things.
Hope you can afford your own computer software.
But I am indeed VERY grateful to have found my way around doing approximate-chart timing, through method I shared above.
But really--- "just" change the DATE.
Every chart you ask Astrodienst to draw for you will reflect that DATE.
