The idea that Venus is weakened by close conjunction with the Sun is so apparently false that it should have been dispensed with centuries ago. What happens is that Sun, being the much stronger energy dominates. So it's not that Venus is weakened, but is fired up in a way that is either because the soul needs that for further development and/or because it is a theme carried over from prior lives and needing resolution. Sun suffuses Venus with its will, amping up desire, but leaving aside the delicacies and nuances of Venus's beauty. So it can become an issue of ego or forcefulness tied up in the Venusian principle.
Similar with Mercury, another planet said to be weakened when in the 'combust' position of the conjunction with Sun. There is a drive to learn, communicate, and/or be intellectual, but it too easily becomes a matter of ego (mental compulsions, my-word-goes, I'm one of the smart people, etc).
So what's happening is that the person tends to lack objectivity in matters of either Venus or Mercury, depending on which planet is 'combust.'
And as always, remember that astrology is not deterministic. It simply sets up energies to be worked out through our choices as we live.
