I have read on a french magazine that this move would secure tibet's political power in the hands of tibetans, because beijing would otherwise be able to get even more power over tibet if something was to happen to the dalai lama (aged 76). china has apparently already locked up the next dalai lama (to be), from what I read on "Paris Match", and has chosen another one that would be closer to its side.so by giving his power to elected tibetans, the dalai lama would disrupt beijing's strategy.
