This is an ongoing situation. Ie, one step at a time; the easing of sanctions is contingent on Iran allowing strict monitoring and complying with terms. It has not even been suggested they be permanently eased.

And it was the previous administration who "rebuked" the US. That is why this is happening now, at the first indication thatIran recognizes its people are againstthe repression that has been in place.
