'FOBs': How Hillary's State Dept. Gave Special Attention to 'Friends of Bill' After Haiti Quake

In a series of candid email exchanges with top Clinton Foundation officials during the hours after the massive 2010 Haiti earthquake, a senior aide to Secretary of State Hillary Clinton repeatedly gave special attention to those identified by the abbreviations “FOB” (friends of Bill Clinton) or “WJC VIPs” (William Jefferson Clinton VIPs).

“Need you to flag when people are friends of WJC,” wrote Caitlin Klevorick, then a senior State Department official who was juggling incoming offers of assistance being funneled to the State Department by the Clinton Foundation. “Most I can probably ID but not all.”

“Is this a FOB!” Klevorick writes later, when a Clinton Foundation aide forwards a woman’s offer of medical supplies. “If not, she should go to cidi.org,” she adds, directing the person deemed not to be a Clinton friend to a general government website.

Klevorick and Amitabh Desai, the director of foreign policy for the Clinton Foundation, exchanged dozens of emails, which were obtained through a Freedom of Information Act lawsuit by the Republican National Committee and then shared with ABC News. ABC News independently authenticated the emails.

The new emails have surfaced as the Clinton Foundation has once again mobilized a response to the latest humanitarian crisis in Haiti — the death and destruction following Hurricane Matthew. That effort is part of an ongoing commitment by the Clintons to help the Haitian people dating back nearly a decade.

However noble the motives of the officials working to get supplies into Haiti after the 2010 earthquake, numerous messages show a senior aide to then–Secretary of State Hillary Clinton coordinating with a Clinton Foundation official to identify FOBs. The Clintons have said repeatedly that the State Department never gave favorable treatment to foundation supporters in Haiti or anywhere else.

“Nothing was ever done for anybody because they were contributors to the foundation,” Bill Clinton told CBS News’ Charlie Rose in September. “Nothing.”

[b]The correspondence offers a glimpse into the first stages of a $10 billion Haiti recovery effort. The emails appear to show a State Department process that at times prioritized — and, some argue, benefited — people with close ties to the Clintons.

“I think when you look at both the State Department and the Clinton Foundation in Haiti, that line was pretty faint between the two,” said Jake Johnston, a Haiti analyst for the nonpartisan Center for Economic and Policy Research. “You had a lot of coordination and connection between the two, obviously. And I think that raises significant questions about how they were both operating.”

Klevorick told ABC News she served as a point of contact for numerous organizations seeking to help. She said she made notations about Bill Clinton to help determine whether they had a history in Haiti or with disaster relief.

“Everyone’s priority was to get the necessary resources to the right places as soon as possible to save lives,” Klevorick said.

State Department spokesman John Kirby told ABC News the agency served as “an important coordinating hub” for U.S. and international relief efforts. The emails, he said, “show State Department employees working across agencies and organizations, including President Clinton’s aides, to identify potential resources, solve problems and achieve the department and the U.N.’s shared goal of helping Haiti.”

Bruce Lindsey, the chairman of the board of the Clinton Foundation, told ABC News in a written statement that “no special treatment was expected or given.”

“This was a time of dire need, and we mobilized our network and wanted to make sure that any help offered was put to good use,” Lindsey said. “Many had been involved in disaster response before, in New Orleans after Katrina or after the tsunami, and again sought to help.”

The correspondence paints a picture of the chaotic first days after the earthquake leveled much of the Haitian capital and claimed an estimated 200,000 lives. One series of messages chronicles efforts by billionaire Denis O’Brien, a longtime donor to the Clinton Foundation and the CEO of the Jamaica-based telecom firm Digicel, to fly relief supplies into Port-au-Prince and get employees of his company out.

“This WJC VIP just called again from Jamaica to say Digicel is being pushed by US Army to get comms back up but is not being cleared by [the U.S. government] to deploy into Haiti to do so,” Desai wrote in an email with the subject line “Close friend of Clintons.”

Later, O’Brien writes to longtime Clinton aide Doug Band to express frustration. “We’re finding it impossible to get landing slots,” he says. “I’m sorry to bother you but I am not making any progress through conventional channels.”

Band tasks Desai to “pls get on this,” telling O’Brien, “Never a bother.”

Desai then turns to Klevorick to help “a friend of President Clinton,” and the request is pushed up the chain of command to USAID officials organizing the relief effort.

In an interview with ABC News, O’Brien said desperate times called for desperate measures.

“I don’t see any problem contacting anybody in the United States if I’m bringing in emergency aid where people are dying on the street because of lack of medical attention,” he said. “I make no apologies for that.”

Scarcely a month into the reconstruction process, it was being described in a diplomatic cable as a “gold rush” for government contractors and aid groups.

Most of the messages do not discern whether the offers of help, which range from earthmoving equipment and generators to solar-powered water purifiers, were purely charitable or if they were made with the expectation of becoming part of the lucrative recovery effort. In one instance, though, Klevorick observes about a company’s offer of help with water units, “Sounds like they want a contract.” That firm lacked Clinton connections, according to the email, and it is unclear what became of its offer, but it did do Haiti recovery work. And at least one chain involved an introduction for a company specializing in disaster response.

Desai forwarded a note to Klevorick from Garry Mauro, who served twice as the Texas state chairman for Bill Clinton’s presidential campaigns and has donated $25,000 to $50,000 to the Clinton Foundation. The offer was for “major assets in Haiti” from a company called DRC Emergency Services. On its website, the company boasts of having performed emergency response work at disasters around the globe, with over $2 billion in disaster response contracts. Desai noted that Mauro was “a friend of WJC.”

Klevorick replied, “also note hrc friend,” using initials for Hillary Rodham Clinton. The email chain does not indicate if Mauro’s recommendation led to a contract for DRC, though the company’s website states, “Within 24 hours of the earthquake’s occurrence, DRC assembled and mobilized a team of highly experienced and dedicated personnel to Port-au-Prince and the surrounding areas.”

Mauro told ABC News he approached the Clinton Foundation on behalf of DRC after seeing on television that former Presidents Clinton and George H.W. Bush were raising money for the disaster. DRC had already been doing temporary housing work in Haiti, and company officials thought the earthquake would open the door to a major business expansion.

“They wanted to get some of the business,” he said of DRC. “The Clinton Foundation was a facilitator. They didn’t have the money.”

Mauro said he flew to New York and attended a meeting run by Bill Clinton at his Clinton Foundation offices, where contractors and aid groups with Haiti experience described their capabilities. Mauro said he was not aware that foundation officials sent emails to the State Department about his client, and he did not know if the company ultimately received a contract.

An official with DRC said the company’s Haiti relief work was overseen by supervisors who were no longer with the company, and he did not know which entity paid for the contract.

Klevorick also fielded several requests for Rolando Gonzalez-Bunster, a board member of the Clinton Foundation who has business interests in power plants in the neighboring Dominican Republic and other nearby countries. In an email sent just days after the quake, with the subject line, “CLINTON FRIEND/WANTING INFO,” Bunster asks for detailed satellite imagery of the Haitian power grid after the earthquake to help “do a reconnaissance of the status of the transmission and distribution lines and power plants.”

In another email, Klevorick alerts a top USAID official of the request, referring to Bunster as a “close friend of the Secretary and Former President dating back to [their college years at] Georgetown.”

Bunster told ABC News the grid work was a donation and later garnered his company an award for its efforts.

A week after the earthquake hit, Klevorick wrote to the USAID’s congressional liaison, Kate Beale, who previously served as a policy staffer in the offices of then–New York Sen. Hillary Clinton.

“Wjc/hrc friends come to you now,” she writes. “Would be great since you likely get this paradigm.”

Donald Trump took full advantage Tuesday night of the day's document cascade released by Wikileaks, telling a Florida crowd that Hillary Clinton's campaign is full of 'so much corruption' that his administration would be obligated to launch a new criminal probe of her actions during and after her tenure at the State Department.

'We have to investigate Hillary Clinton, and we have to investigate the investigation!' he said in the seaside town of Panama City Beach.

'She was a disaster,' Trump claimed, recalling her time as a carpetbagging U.S. senator from New York.

'And she's a bad person. Remember that. She's a bad, bad person.'

More than half of Trump's 51-minute speech in an outdoor amphitheater consisted of new material, courtesy of fresh Wikileaks revelations that came from a hack attack on her campaign chairman John Podesta's private email account.

By the time a crowd estimated at 8,000 filed back to their cars, he had accused her of secretly plotting to eliminate America's national borders in favor of a single global government with control over trade and immigration.

'Speaking in secret to a foreign bank, again just revealed, Hillary said "My dream is a hemispheric common market with open trade and open borders",' Trump said, quoting a digest of previously undisclosed transcripts of speeches she delivered on Wall Street for an average of $225,000 each.

'Well, there goes the rest of your businesses. And there goes your country, folks,' he fumed as a helicopter buzzed overhead flashing a 'Make America Great Again' message on its underbelly.

'Behind closed doors when she thought no one was listening, she pledged to dissolve the borders of the United States of America. No borders!'

'If you don't have borders, we don't have a country,' said a suddenly sullen Trump.

Trump's speech, scrolling across a paid of teleprompters, lurched from the technical to the dramatic, touching on the mechanics of post-Haiti-earthquake Clinton Foundation relief efforts one minute, and lapsing into sweeping patriotic prose in the next.

'Wikileaks has given us a window into the secret corridors of government power,' he said, 'where we see a former secretary of state announcing her desire to end forever the American independence that our founders gave to us and wanted us to have.'

'American soldiers have fought and died to win and keep America's freedom, and now Hillary Clinton wants to surrender that freedom to these open borders, open trade, and a world government.'

Trump accused her of both pining for deeper U.S. military entanglements overseas and plotting to abandon the protection of America's geographic and cultural identity.

'We're protecting the borders of foreign countries,' he said, forecasting a new Clinton administration. 'But not our borders.'

'These Wikileaks emails confirm what those of us here today have known all along: Hillary Clinton is the vessel of a corrupt globalist establishment that's raiding our country and surrendering the sovereignty of our nation,' he said.

'This criminal government cartel doesn't recognize borders but believes in global governance, unlimited immigration and rule by corporations.'

Trump also stretched the bounds of what Tuesday's Wikileaks document-dump demonstrated, claiming that one email showed the U.S. Justice Department sharing confidential information with Clinton that was related to an FBI investigation into her mishandling of classified material.

'Today we learned, amazingly, that the Department of Justice fed information to the Clinton campaign about the email investigation so that the campaign could be prepared to cover up her crimes,' he boomed. 'What is going on?'

His crowd chanted 'Lock her up!' as he pledged to appoint a special prosecutor to re-investigate her.

But the leak from the DOJ described in the email actually concerned a civil lawsuit that sought to wrestle some of Clinton's emails – which contained classified information – away from the State Department she once led.

The lawsuit, one of hundreds filed to force State to obey the Freedom of Information Act, had an open court docket whose contents were widely available.

The line of Trump fans stretched for a half-mile, and some began waiting in line as many as eight hours before his speech began while he was still at a Texas fundraiser

A more genuine Wikileaks bombshell that Trump recounted described preferential treatment the Clinton Foundation gave to 'Friends of Bill' – the former president's inner circle – when awarding redevelopment contracts in Haiti.

Those awards often led to a swifter current of cash back to the Clintons' family foundation, and in some cases appeared linked to lucrative speaking engagements that later flowed to Bill Clinton personally.

'The Clintons couldn't stop cashing in,' Trump charged.

'As people were dying in Haiti, Clinton insiders were separating out requests from "friends Of Bill" or "William Jefferson Clinton VIPs" so that their business interests or contracts would receive very special treatment.'

'People who were labeled "Not friends of Bill" were placed very much on the sidelines.'

'We should never forget how Bill and Hillary Clinton handled Haiti the last time out,' he said. 'To all of our friends in Haiti ... your day of justice is coming, and it arrives on November 8.'

Trump began his speech by asking his Secret Service detail to move to the margins of the stage so his supporters could see him better

Trump also bashed the Clintons over one leaked email showing recommendations from a senior fellow at the left-wing Center for American Progress, describing conservative Roman Catholics as embracing 'severely backwards gender relations.'

Jennifer Palmieri, now Hillary Clinton's campaign communications director, agreed.

'I imagine they think it is the most socially acceptable politically conservative religion,' she responded. 'Their rich friends wouldn't understand if they became evangelicals.'

Trump played it to the hilt.

'While this is offensive, it's just the latest evidence of the hatred that the Clinton campaign has, really, for everyday Americans,' he said Tuesday night. 'And you see it. And you see so much from this Wikileaks.'

The Republican presidential nominee used a pastiche of emails released by Wikileaks to claim America's mass-media are aligned against him as 'an extension of Hillary Clinton's campaign.'

'Reporters who work for these outlets like The Washington Post or The New York Times may think of themselves as journalists,' he said, 'but they're actually just cogs in a corporate political machine.'

The Republican Trump trails in most polls but has four weeks to turn his campaign around and is going on offense against his Democratic rival

He cited one Wikileaks email from Podesta's account that showed a Times reporter offering Palmieri the chance to overrule him on including interview quotes in an article.

'The New York Times even gave Clinton veto power over her quotes in a major story,' he marveled.

'I've never heard of that! I'd like to have veto power when they misquote me all the time.'

And he blasted the Democratic National Committee's then-vice chair Donna Brazile – now the party's acting chairwoman – for colluding with CNN to give Clinton an unfair advantage over Vermont Sen. Bernie Sanders, then her intraparty rival, before a televised town hall event.

'The emails also show that Hillary was given CNN town hall questions before her big debate against Bernie Sanders. Is that possible?' he asked.

'Donna Brazile, the DNC vice-chair, emailed – "From time to time, I get questions in advance" she said. Oh, that's fair!'

Warming up the crowd for Trump, former New York City Mayor Rudy Giuliani latched on to another Wikileaks document that recounted Clinton describing in a speech how it was helpful to embrace one position publicly while embracing the opposite view privately.

'Do you know what it means to say that you have a public and private position?' Giuliani roared. 'It means you lie! You're a liar!'

'I say one thing back there to the rich people I want to get money from, and then I say something totally different. And boy, did she do that! Time after time after time after time.'

'It is impossible to know if Hillary Clinton is telling the truth,' he claimed.

'I actually believe when I look at all these Wikileaks, we may be dealing with a pathological liar. She could possibly pass a polygraph test while she was lying. It's possible!'

Trump on Tuesday was full of his usual vim, vigor, pomp and circumstance.

'America, if I get elected,' he said at one point, will become –'

Two women near the stage shouted, 'When?'

'"When? When?" They always go, "When? when?"' Trump remarked.

'But I like to, you know, kinda leave it. You don't want to seem too egotistical.'

'You'd better make sure we win or there will be no more Trump rallies,' he joked.

'The hell with that!

The Fix is In: Hillary Campaign contact with Justice Department revealed by Wikileaks

A new batch of Hillary Clinton emails was released by Wikileaks yesterday and one of them appears to confirm that the Clinton campaign had contact with the Justice Department during its ongoing investigation into her private email server.

The campaign employee in question was a former spokesman for DoJ and still had several contacts within the department.

The Hill:

In an email from May 2015, Clinton campaign spokesman Brian Fallon said that “DOJ folks” had “inform[ed]” him about an upcoming status conference in one of the lawsuits regarding Clinton’s private email setup.

The information about an upcoming court event would have been public knowledge and open for all to attend. And it’s unclear whether the people Fallon spoke to at the Justice Department were officials who regularly communicate with the public.

However, the fact that Fallon — a former spokesman with the Justice Department — remained in contact with anyone from the department is likely to renew allegations that the Obama administration maintained an especially cozy relationship with Clinton’s presidential campaign.

The email “shows a level of collusion which calls into question the entire investigation into her private server,” Trump spokesman Jason Miller said in a statement on Tuesday.

“The Department of Justice must release all communications with the Clinton campaign and her allies as soon as possible in order to definitively prove their investigation was completely above board.”

The email from Fallon was contained in a collection of more than 1,000 messages allegedly stolen from campaign chairman John Podesta and posted to WikiLeaks on Tuesday.

Trump may be pointing to the message in an effort to redirect attention to the email release, following an increasingly bitter split from top leaders in the Republican Party and intense scrutiny over taped comments that appeared to show the nominee bragging about sexual assault.

Trump and other critics of the administration have lambasted the Justice Department for its decisionnot to press charges against Clinton or her allies for mishandling classified information. They were especially incensed by an apparently impromptu June meeting between Attorney General Loretta Lynch and former President Bill Clinton on the tarmac at the Phoenix airport.

Republican National Committee Chairman Reince Priebus also attacked the apparent connection, suggesting that the GOP senses a vulnerability for Clinton as Trump struggles in the polls.

“Emails showing the Department of Justice was giving Hillary Clinton’s campaign inside information about an ongoing investigation into her email server is deeply disturbing and raises even more questions about Bill Clinton’s tarmac meeting with Attorney General Loretta Lynch,” Priebus said in a statement.

“Instead of facing consequences for her actions like others have, she’s been protected at every turn by the Obama Administration so she can continue the failed policies of the last eight years."

The criminal investigation connected to Hillary Clinton’s use of a private email server was not underway at the time that Fallon sent his message and would not begin for another two months.

Even though the email shows contact between DoJ and the campaign which was not related to a criminal investigation, it raises the question of how much more communication there was between the Clinton campaign and DoJ once the criminal investigation got underway. Are we to believe that Mr. Fallon cut off all contact with DoJ once the criminal investigation began? Not likely.

The Trump campaign is correct in demanding all communication between DoJ and the Clinton campaign be released. There is the stink of corruption about it - especially when you take another look at the "chance" meeting of Bill Clinton and Loretta Lynch on the tarmac in Phoenix. It is now entirely plausible that the campaign coordinated the meeting. It always seemed odd that the AG was sitting on a plane when Bill Clinton - who just happened to be in town - swung by the airport for a 40 minute meeting. Now, the possibility that the meeting was set up via some kind of backchannel from the campaign to DoJ can no longer be dismissed as some crazy conspiracy theory.

You won't find much of this and other stories about the Clinton email leaks in major media outlets. That's because as I show here, there was broad collusion and cooperation between the media and the Clinton campaign.

It's really telling that supporters of Hillary The Corrupt never want to talk about her scandals and evidence of corruption...or that of her rapist husband Bill. They just want to talk about something Trump said.

The WikiLeaks revelation that the wife of the FBI official who supervised the investigation into Hillary Clinton’s off-the-books email server got a major campaign cash infusion from one of Clinton’s friends just took a stunning new turn.

The London Daily Mail is reporting Hillary Clinton had raised funds for the political action committee that steered the contributions to the unsuccessful campaign of Democrat Jill McCabe.

McCabe’s husband, Andrew McCabe, was promoted to FBI deputy director and supervised the investigation of Clinton not long after Virginia Gov. Terry McAuliffe, who through his PAC Common Good VA, contributed a total of $675,000 to Jill McCabe’s longshot bid for a congressional seat.

The Daily Mail reported Hillary Clinton headlined a major fundraiser for McAuliffe’s PAC shortly before the group steered nearly $500,000 to Jill McCabe.

Critics are charging that the fundraising effort and McAuliffe’s PAC payments to Jill McCabe cast doubt on the FBI investigation, which culminated with Director James Comey announcing the agency would not refer charges to the Justice Department despite evidence of mishandling of classified information.

The Daily Mail reported that according to election records, Common Good VA was the largest single donor to Jill McCabe’s campaign, giving her $467,000 between June and October 2015.

Her campaign also received an additional $207,788 from the Democratic Party of Virginia, a group over which McAuliffe has significant control.

Clinton’s ties to Common Good VA go beyond her relationship with McAuliffe, the Daily Mail noted. In June 2015, she headlined a key fundraiser for the group, which reportedly brought in over $1 million for the PAC and the Democratic Party of Virginia.

The report quoted Ken Boehm, chief of the National Legal and Policy Center, who had concerns.

“The fact that Hillary Clinton’s inner circle was raising substantial funds for Gov. McAuliffe’s PAC and this same PAC gave close to a half-million dollars to the campaign of the wife of the senior FBI official involved in the Clinton investigation sure looks like a payoff – a major payoff,” he said.

The London paper said Clinton was the feature speaker June 26, 2015, for an event for the PAC and the state party, with all of the money going to those groups.

Andrew McCabe has claimed there was no conflict of interest in the investigation into Hillary Clinton’s email system and that he followed the advice from FBI ethics officials on issues involving his wife’s campaign.

But WND reported the chairman of the Virginia Republican Party asked the FBI to review Andrew McCabe’s involvement in the election campaign of his wife.

The party reported a cursory search of social media turned up evidence of campaign activity the bureau has disavowed.

As WND reported Monday, the FBI has insisted Andrew McCabe “played no role, attended no events, and did not participate in fundraising or support of any kind” in his wife’s campaign.

“Months after the completion of her campaign, then-Associate Deputy Director McCabe was promoted to deputy, where, in that position, he assumed for the first time, an oversight role in the investigation into Secretary Clinton’s emails,” the bureau said.

However, John Whitbeck, the chairman of the GOP in Virginia, wrote in a letter to FBI Director James Comey that he found evidence to the contrary.

“After a cursory Facebook search, we found photos that clearly depict Mr. McCabe publicly supporting Dr. McCabe’s campaign as well as a mailer sent by the Democratic Party of Virginia with Mr. McCabe’s picture,” Whitbeck wrote.

“These images are in direct contrast with the statement released … by the FBI. In light of the agency’s recent history, I formally request that the agency provide a sworn statement from Deputy Director McCabe that he did not attend any fundraisers, rallies, or any other political events with Gov. Terry McAuliffe on behalf of or accompanying Dr. McCabe during her campaign. I also ask that your agency take a second look at any role Deputy Director McCabe played in any investigation pertaining to Hillary Clinton or Gov. Terry McAuliffe.”

Jill McCabe last year unsuccessfully challenged incumbent Virginia state Sen. Richard Black, who had won his previous race by 14 points.

The Wall Street Journal, which broke the story, quoted a McAuliffe spokesman who insisted the governor thought McCabe had a chance to win in the Northern Virginia district, centered in Loudoun County.

“Any insinuation that his support was tied to anything other than his desire to elect candidates who would help pass his agenda is ridiculous,” said the spokesman.

But Black said Monday in a statement that McCabe should have recused immediately himself from the probe, knowing McAuliffe is a Clinton confidante.

“As an attorney, and a former JAG officer who has had responsibilities over the investigation and prosecution of crimes, I am at a loss to see how the FBI could possibly allow Andrew McCabe to oversee the investigation of Mrs. Clinton’s email server scandals,” Black said in a statement. “Mr. McCabe was clearly indebted to the Clinton Campaign because of the support given his wife.”

“I was astonished at how much money she was able to raise – $1.8 million. How convenient for your husband to be a high-ranking FBI official with lots of potential influence,” he continued.
