- the artits don't talk about Obama either and don't whine about the election. They whine about the beyond disgraceful behaviour of their president

That means he was not targeting that ONE person with palsy. He targets ALL people with palsy all the time, and this is just his quaint little habit: to ridicule people by gesticulating as a handicapped person.

That's not supposed to be taken as offensive towards handicapped people. Especially not when Trump's imitation happens to match the person he's making fun of, almost exactly.

He WAS mocking him by calling him "handicapped" the same way he mocks others by imitating them as if they are handicapped.

So, he makes fun of this one person by imitating his handicap, and now it's true to life.
