Those who aren't still on the US payroll, those who the President was talking about... are civilian Russians who worked for US Embassies and or Consulates...in Russia.

Oh, I'm sorry. I didn't know you wouldn't understand Russian civilians work at the US embassy in Russian. They lost their jobs and cut the US payroll for the US Embassy in Russia.
