school exemptions are easily available. Which countries do Americans commonly travel to that require proof of vaccination?

Yes, fake vaccine cards. Like the ones you get showing the date(s) of shots taken, or if one of two is taken, the reminder to take a second. This opens up all sort of freedoms that should have not been deprived in the first place, including (if Biden gets his way) interstate travel.
