I guess that is when he is planning to announce he is running for 2024. Mercury is about to go or is going retrograde though I have not checked the exact dates. Mercury retro likes to bring blasts from the past, so that would be fitting though not a guarantee it would be a good decision. As a gemini dominated person, Mercury retro is not his friend.
