To be honest, I believe each side todate doesn't want to destroy everything hence restraint in showing their full scope of power and control. Did you watch PBB (all based on facts not fiction)- Not able to launch nuclear missile is a reality. So the good guys will never let that happen. Other than that all is fair in war. It is up to us to make the right choice and polarize our way to freedom. There is definitely control and rules in the world, created by some factions to better rule and manage us. In the movie matrix , the villain, says "A virus. Human beings are a disease, a cancer of this planet. You're a plague" So , the point is humanity is left to protect and defend for its own freedom. We are not allowed to use nuke. Other than that all is allowed, be it injecting or be it creating quakes and forest fires from volcanoes. The enemies are still not visible. In time, everyone will know. They know something, but they don't know all.
