They all strive to be that and could call themselves a communist state, but they are not according to the definition of communism.China, Cuba, Laos etc ...do not fit the definition of a communist nation. They are perhaps more socialist.
You need to get past governments greed to become a true communist nation.
Marx was right . The proper progression of a society is
Capitalism > Socialism > Communism.
Even the The Union of Soviet Socialist Republics (USSR), was never allowed to be a communist country by its definition. No wonder they called themselves socialist.
It got dissolved in 1991.
Canada and Sweden are great examples of nations embracing capitalism + socialism. They could become that utopian communist country if they continue that path.
