He was still in office, when they were being arrested.

He was apparently ****** that it didn't work, but I'd like to know, anyway, since I know you won't let it be thought that he was just petty.

In order to pardon someone, the person has to have been sentenced.

You cannot pardon someone who has been arrested, until they go to trial and are sentenced.

Hope this is clear.

Actually, I am taking my previous post back as it is incorrect. Sorry. A president has power to pre-emptively pardon someone for an offense at any time after the commission of the offense.

Not only should President Trump pardon most of them after he is elected for the third time, but he should also arrange to compensate them for violations of their civil rights.

An appeals court ruled that split sentences are unlawful for misdemeanors, i.e., 6 months in jail and then 3 years' probation. DUH! This should release some of them from probation. Those have already served their sentences, though.
