The nessus would likely feel an urge to abuse the Moon person but it is a bit wide so may not be very strong.

I think one of my soul groups has this aspect and it comes across as rather harsh. Most people I believe have a decidedly different feeling towards the moon than someone with a Nessus conj Moon. On the flip side, this aspect I believe is considered quite good for spiritual purity. You don't take any nonsense in your emotional life. It could be used to develop your emotional-spiritual-purity, maybe like the process a spiritual aspirant goes on in reflective self-inquiry.
