Can anyone give me a thorough description about the different between Virgo and Libra Male Ascendants.

I want to know which one is fickle and tends to keep secrets the most.

It would all depend on other placements in the chart. Honestly, ANY ascendant can be fickle when immaturity is involved. How old is the male you're inquiring about?

He has a Scorpio sun, Taurus Moon, Mercury, Venus, Uranus, and Neptune in Saggitarius, Jupiter, Mars- Capricorn, Saturn and Pluto in Scorpio.

Ascendant is in Libra

I think it's the Sagitarrius placements that are behind the fickleness and the Scorpio placements behind the secretiveness.

Would having Sagittarius in the 3rd house make a person fickle, especially when you have stellium of four planets in Sagittarius.

That would depend on which planets, but in general, yes, since Sagitarrius is a mutable sign. The inner planets would and the outer planets wouldn't make as much of an impact. So his Mercury and Venus in Sagitarrius, especially in the 3rd house which is associated with Gemini, could make him very "fickle".
