If person 'a' has their venus in the 5th and 7th houses of person 'b', and person 'a' also has their moon conjunct the ascendant of person 'b', does this suggest one sided connection?

No, Moon conj the ASC is the most personal one of the three you talked about. This is very warm and close. I had it with someone, so experienced the feeling and it is very special.

I was a little confused about who feels what, or if it is a shared feeling with the placements.

It feels magnetic to me, but I wasn't sure if this would be the same for them.

I am Aquarius moon and they are an Aquarius ascendant. I am virgo Sun and they are Taurus sun. My venus also sits in their 5th, 7th house. And my sun in their 6th 8th, and 12th house.
