Can planets (and others) be in aspects to cusps of houses (besides angles)? For example, if someone has Jupiter 20° Cancer, and his 9th house begins at 20° Scorpio, does it means that his Jupiter trine 9th house cusp? If yes, does it have any significance? Are there any rules? Orbs? How would you interpret such aspects? I have never heard astrologers talking about this.

No, I haven't. I may something misunderstood.
I was once told that there is "a lot influence on my 5th house".
Angles are also house cusps, but I understand that they are special case.
