As answer has already been given, it is still considered a conjunction. But let's explore further. The signs influence the individual planets, so if planets are in the same sign they will have a similar influence. If they are each in different signs they will each have a different influences.
But as a conjunction they will merge together. As a conjunction they have a different meaning as a unit whether they are in the same sign or not.
So what do you interpret first, the individual planets in their respective signs, with individual aspects, or the combination of planets, with their different signs' influences, as a combined unit in aspect to another planet?
Sometimes when learning astrology it's simpler to look at the individual components and isolate their meanings. This is a good start, but individual aspects are only separate ingredients in the recipe. With experience doing charts it becomes easier to understand how individual chart components blend as if created by a master chef.

An analogy using cooking. ..
Place the measured ingredients on the counter.
If you pour the oil and water together first, they stay separate.
If you mix everything else then add the water or oil, they will blend. There is a physical alchemy when you mix it together and cook it. Even the totally new product, when shared by two different people, will be experienced differently.
With astrology you are dealing with metaphysical alchemy, and the process of combining the same ingredients in differing ways will yield different results.
In a particular recipe you may have more success if you sift all the dry ingredients together instead of adding them one at a time, but if you skip this step you may still get a decent result.
This is what I am working on now. I'm trying to focus more on the blending and merging, trying to focus on the whole instead of on the details of individual aspects. I'm not a master at doing this, by far. My point is that by looking at the bigger picture you may come to a better understanding of a chart without getting hung up on all the details. The end result is really, how does the information presented to you become experienced individually by you now?
for me, i try to pay attention to my own experience rather than what someone else tells me it should be, especially with cookbook descriptions of astrology, but at the same time I value the input of others which provides the basic ingredients of the recipe in order for me to understand the mix.
