well, its usually the ruler of the ascendant, but it can be different depending on the aspects and dignity of said planet.
So for example say you have a taurus ascendant, and your venus is unaspcted, but you have a virgo sun, with mercury in virgo making a lot of aspects, then your chart ruler would be mercury.
Astrodienst does offer the service of finding which planets are strongst by giving you their respective percentage.
