In the case that no planets are inside of an house, you look to the planet ruling that house cusp (so yes, you were right in a way). For example, if Cancer was on the DSC, and you had no placements in the seventh house, you would approach relationships in the manner of a Cancer. However, you also want to look what the ruler of that cusp is doing and see where it might be. For example, using the above description, if the Moon was in the third in Aquarius, you would be more detached regarding relationships and may be more interested in the mind. Aspects can also color this.

In my case nothing is happening until I look into asteroids. My 2nd which is adjacent has Mercury active there but not aspecting my Moon, directly anyway.

Honestly I've never really considered sign placements when it comes to asteroids. More often than not they are not considered and most people look into the aspects they make rather than the sign placement.

That's how I see it anyway.
