What is the difference in how:

1. Having the Ruler of the 2nd house in the 7th house.

Vs.

2. Having the Ruler of the 7th house in the 2nd house.

Each "Zodiac Sign" has a planet ruler.
Each "Natural House" has a planet ruler.

7th 'Natural' House = Libra, ruled by Venus.
2nd Natural House = Taurus, ruled by Venus.
8th Natural House = Scorpio, ruled by Pluto (and/or Mars).

But in order to do what you are trying to do, you need to go by the ruler of the "sign" on the cusp.

For example, my 7th House.. has Gemini.
The ruler of zodiac Gemini .. is Mercury.
.. I happen to have Mercury IN the 7th.
That is what astrologers refer to when they say to locate where "the Ruler of the House" falls in your chart.
(In some medieval branches of astrology the ruler is also called the "House Lord".)

I have a Libra MC.
Sign of Libra is ruled by Venus.
The Ruler of my 10th House Libra, is Venus,
.. and she is located in the 5th House of my chart.

There are planets that rule MORE than one sign.
Gemini, Virgo .. share planet "Mercury".
Taurus, Libra .. share planet "Venus".
