I’m pretty good at finding peoples’ birthdate’s who live in the states. However, does anyone know how to find a persons date of birth who wasn’t born or who hasn’t lived in the US for a long time?

First of all, it’s kind of unethical to look at a person’s chart without their approval.
But for the argument sake:
I assume you have tried the most obvious thing – social networks.
Try googling them in the language of their country of residence. Sometimes there's a trace on the most improbable sites!
Do they have a hobby? Something they are passionate about? You can try looking up their name plus hobby + forum. Sometimes people use their actual names on forums! It’s crazy! I’ve seen them use them on pinterest!
In the EU if you own a business or are a director you might be listed on different websites and some of them even mention your birthdate (not the hour though). You don’t have to know the name of the company, just google by the name of the individual.
Also, if they are into sports and belong to a club and occasionally compete, there’s a chance you might find that piece of info by googling their name and the sports they practice (sites of the clubs, competitions, ranking).
One other thing, try googling with their email address in quotes. You never know what they might have registered for that required entering their birthdate and sometimes you can find a list with the names and info on the participants, etc.
