Compatibility would also show if one had a Scorpio Venus and the other a Libra Venus, so basically with switched signs of the female planets.

One could have their Asc ruler in either Scorpio or Libra conjunct the other's Moon.

There are so many possibilities, you can't determine compatibility based on the signs alone.

I can easily flirt with anyone (when single), but if I'm trying to flirt with the woman I like it's like she takes away all my flirting powers.

I wouldn't say I play hard to get, I actually don't like to do that - But I do keep a distance sometimes, specially if I start seeing that the chase is not balanced or when I start the analyzing process.

The Moons are one thing and they are compatible.
You could look at your Mercury (Dsc ruler) and what it does.
Your Neptune (Asc ruler) is in Sagittarius, so you could look if it contacts anything important in her chart.
The Asc/Sun interaspect in Pisces is a very good one.
Look at both natals and the more mirroring placements/aspects there are the better.

How did you know my Neptune is in Sagittarius? Is it because Pisces ruler is also Jupiter?

The same is happening with "my" Scorpio Moon woman. She never told me this, but I can feel that she thinks she is out of my league. However, let me assure you something - I'm a Libra Moon, if I like someone she will be the only woman in my mind, period. You said your Pluto is in Libra. That's why I knew that your Neptune must be in Sagittarius. They are slow moving planets and Pluto was roughly the same amount of years in Libra as Neptune was in Sag at that time.

For Libra Moons it's very hard to accept that it's appropriate for the boy to chase someone, but society taught us that. I don't mind chasing at all, but I do like when the woman chases too once in a while. I actually find it very attractive when they do.

I don't think he's playing games intentionally, I've noticed that most Scorpio Moons "play games" and test people unintentionally. It also depends how mature they are.

One thing I've noticed between Libra Moons and Scorpio Moons is that communication is very important, there will be a lot of misunderstandings if there is no clear communication, this can be a challenge for the Libra Moon, because we are not so straightforward with our intentions/feelings, not because we lack confidence, but because we want the best of both worlds, so we need a lot of time to make a decision, and that can frustrate a lot of people. This is something I've been trying to work on. We also think logically and not with our hearts. That's why we are known as emotionless.

I started to think this one is really immature.. He is older than me, but behaves like 10 years younger. Maybe, my mistake because I thought he can figure out me and be more adult.. But he might be just a vicious guy with some mental issues. (He has couple squares with Venus). He is using his work position to play with me, I'd say unfair, even dirty games. It was kinda fun in the beginning, but now I wonder if he just enjoying his little power.

Seems that you have a bumpy situation! Maybe you need to talk to him to know where you both stand and what he really wants from you. Easy said than done, but... What do you have to lose?
