http://www.ind.homeoffice.gov.uk/ Although I'm not 100% on this, I believe that because Scotland is part of the UK, you're essentially emigrating to the UK.
Generally residency eligibility is determined by:
1) Country of Origin
2) Age
3) Profession
4) How much money you have
5) Who you know (family there, a sponsor, etc)
That generally applies to most western countries (I've considered moving to most of them at one time or another lol).
Sometimes a connection w/ a professional organization might help.
I looked into emigrating to the UK, and basically if you don't already have family there, a lot of money, get sponsored by someone, are under 30ish (working holiday visa), possess the skills and qualifications for a job that's in high demand, or have a company that will sponsor you on their equivalent of an H1B Visa, then it's a major PitA....
These days being the holder of a Commonwealth passport doesn't even help much if you're over the working holiday visa age
